The Vermont Department of Forests, Parks and Recreation has approved expanded horseback riding opportunities in Willoughby State Forest, opening approximately 14.5 miles of existing roads and trails to equestrian use. The amendment to the forest’s long-range management plan, developed in collaboration with the Vermont Horse Council, also establishes a new overnight parking area in the southern portion of the forest. State officials will monitor use levels and environmental impacts as the plan is implemented, working with the horse council to address any concerns that arise.
Agency of Natural Resources Secretary Julie Moore approved the changes on February 10, stating that the equestrian community is a small but active recreation group in Vermont. Luke O’Brien, outdoor recreation specialist for the Northeast Kingdom region, expressed pleasure in working with the equestrian community to expand riding opportunities at Willoughby State Forest in a thoughtful way. The state looks forward to collaborating with the Vermont Horse Council to improve wet area trails, mapping, and equestrian trail marking in the spring.
