USDA Delays Horse Protection Regulations, Disappointing Animal Welfare Institute

The USDA has announced a delay in implementing regulations to protect horses from soring until April 2, 2025, disappointing the Animal Welfare Institute (AWI). Soring involves inflicting pain on a horse’s hooves and legs to create an exaggerated high-stepping gait known as the “Big Lick” during competitions and shows.

The regulations, scheduled to take effect on February 1, 2025, were intended to be the most comprehensive upgrade to the Horse Protection Act since its passing in 1970. Despite receiving significant support for improved HPA regulations, the USDA postponed the rule’s implementation, siding with agricultural interests and the horse industry.

AWI and other animal welfare groups have long advocated for reforms to protect horses from soring abuses. The delay in implementing the regulations is seen as a setback that will likely result in continued animal suffering, with calls for the USDA and the new administration to not waver in addressing this critical issue.
