The European Union’s Proposed Regulations on Animal Transport: Implications for the Thoroughbred Bloodstock Industry

The European Union is reviewing regulations for the transport of animals, aiming to improve the welfare of the 1.8 billion animals destined for slaughter each year in the EU. The proposed regulations include a seven-day residency requirement, restrictions on transporting pregnant mares and foals, and compulsory unloading and vet checks at border crossings. The bloodstock industry, including Thoroughbred breeding stock, is not exempt from these regulations, which could have significant implications for the industry.

The Thoroughbred industry has been lobbying against the proposed regulations, arguing that the current legislation has served the industry well for the past two decades. The industry is concerned that the new regulations would halt the breeding of racehorses and negatively impact the industry. Lobbying efforts have involved various organizations within the industry, with a focus on retaining freedoms of movement for horses in the breeding and sales sectors.

While the industry is open to improving animal welfare and ensuring laws are based on scientific evidence, there are concerns about the impact of the proposed regulations on the Thoroughbred industry. The industry has resisted the use of artificial insemination as a solution to transporting mares for natural cover, and instead advocates for digital traceability measures to strengthen the industry. The EU Parliament and Council are currently considering the proposed regulations, with urgency to resolve the issue before the Polish presidency of the EU ends in July.
