Michigan Gaming Control Board Issues Suspension Order Against TwinSpires for Violating State Laws

The Michigan Gaming Control Board has issued a summary suspension order against Churchill Downs Technology Initiatives Company for violations of Michigan’s gaming laws and the Horse Racing Law of 1995. TwinSpires, operated by Churchill Downs, continued to offer advance deposit wagering services for Michigan residents despite being directed to cease such activities.

Michigan law requires ADW and simulcast wagering to be associated with a licensed live race meet, but no tracks in Michigan currently hold licenses for live horse racing. The MGCB instructed all licensed ADW providers to halt operations with Michigan residents by January 1st, 2025, but TwinSpires notified the Board of its intention to continue offering wagering services, leading to the enforcement of the suspension order.

A virtual hearing before an Administrative Law Judge has been requested to determine the future of the suspension and assess potential fines or penalties against TwinSpires. The MGCB emphasizes its commitment to upholding fair and legal gaming practices in Michigan and advises residents to only engage with licensed operators.
