Michigan Gaming Control Board Issues Summary Suspension Order Against TwinSpires for Illegal ADW Activities

The Michigan Gaming Control Board has issued a summary suspension order against TwinSpires for continuing to engage in illegal advance deposit wagering activities in the state, despite being directed to cease operations for Michigan residents in December 2024. This violation stems from TwinSpires’ failure to meet statutory requirements outlined in Michigan’s gaming laws and the Horse Racing Law of 1995, as there are currently no licensed tracks authorized to conduct live horse races in the state.

All advance deposit wagering operations in Michigan were ordered to cease by the MGCB until a licensed racetrack is approved to conduct live horse races. While most providers complied with this directive, TwinSpires chose to continue offering ADW services to Michigan residents, leading to the suspension of its operations in the state as of January 1, 2025. The shutdown of Northville Downs, the last remaining horse racing track in Michigan, further complicated the situation.

TwinSpires now faces a virtual hearing before an Administrative Law Judge to determine the next steps, which could include fines or further penalties. The MGCB’s enforcement of the suspension reflects the growing scrutiny over online gaming and horse racing activities in the state, with the outcome of this case potentially setting a precedent for how non-compliant operators are dealt with in Michigan.
