Investigation Reveals Horse Racing Trainers Suspended and Fined for Alleged Corticosteroid Conspiracy

The Horseracing Welfare and Integrity Unit has taken action against three trainers at Penn National Race Course for allegedly injecting horses with corticosteroids before races and workouts, which is against the rules administered by the Horseracing Integrity and Safety Authority. Kimberly Graci, Marlin Arthur “Joe” Miller, and Erin Carpio were fined, suspended, and had their horses disqualified as a result of the investigation.

Graci was fined $5,500 for various violations related to working horses within seven days of a workout and running horses in races within 14 days of injection. Miller faced six charges related to running a horse within 14 days of injection, resulting in a $2,500 fine and a 30-day suspension. Carpio was also fined $2,500 and suspended for running horses within 14 days of injection.

The trainers have had their horses disqualified from races and forfeited purses and other compensation. Despite the penalties, Carpio remains an active trainer, while Graci and Miller have not started a horse since October 2024. BloodHorse was unable to reach the trainers for comment on the matter.
