The Derby Planning Commission considered a conditional use request for the Twin Creek Trails equestrian facility located at 9217 S. Greenwich Rd. The facility, owned by Vicki Decarsky, has been operating privately since 2022 and is seeking to open up for lessons and competitive events to the public. A conditional use application was submitted to the Sedgwick County Metropolitan Area Planning Department due to the current rural residential zoning not allowing for riding academies and stables.
Greg Ferris of Ferris Consulting, speaking on behalf of Decarsky, requested additional hours of operation until midnight on Fridays and Saturdays for summer events. City Planner Scott Knebel noted that such hours are fairly standard for conditional uses. Neighboring property owner Kathy Massey expressed concerns about light pollution from the facility but had no objections to its operation, appreciating the facility’s offerings for riders seeking training and activities.
The commission recommended approval of the conditional use application with a 7-0 vote, taking into consideration the allowance of additional weekend hours and addressing concerns about light pollution. The item will now go to the MAPD for further consideration at its April 24 meeting.
