Controversy Surrounds Bill to Add Historical Horse Racing Terminals in Maryland

The Maryland Senate Budget and Taxation Committee discussed a bill that would allow up to 4,000 historical horse racing terminals at designated sports wagering locations in the state. The devices would be placed at off-track betting locations and tracks offering sports wagering, but face opposition from casino interests.

Senate Bill 982 and similar legislation are unlikely to pass due to opposition from casinos, even if they receive a favorable report from the committee. The bill was pitched to assist Maryland OTBs negatively affected by declining horse racing handle and limited on-site sports wagering, with the aim of luring customers to facilities and supporting businesses.

Supporters of the bill mentioned potential revenue generated for the state in taxes and job creation at the OTBs, while opponents argue that adding HHR machines to OTBs is not a justification for declining betting and could negatively impact the industry. Casinos do not want to face increased competition from additional gaming, and a shift in revenue may not benefit the Maryland Thoroughbred industry.
